Strategic Planning Coordinator
The Strategic Planning Coordinator function is critical to the successful management operations of the Antiterrorism Assistance Program (ATA). The incumbent provides authoritative advice, guidance and program support activity to the Office Director and Deputy Office Director of the Bureau of Diplomatic Security’s Office of Antiterrorism Assistance (DS/T/ATA) and to the Office Director of the Bureau of Counterterrorism’s Programs Office (CT/P) on advancing the brand recognition and appreciation of the ATA program, and developing and implementing its marketing and business development strategies. The incumbent advances the two offices’ vested interests in the ATA program’s continued success in performing its national security mission of leading the USG’s enhancement efforts of the counterterrorism law enforcement capabilities of allied foreign countries. The incumbent reports to the ATA Deputy Office Director.
Develop, maintain, and lead program activity for a brand enhancement/rebranding strategy for DS/T/ATA and the ATA program as the USG’s premier provider of counterterrorism and law enforcement training for foreign countries.
Develop, maintain, and lead program activity for an inter-departmental marketing and business development strategy for DS/T/ATA and the ATA program.
Perform regular inquiries, and collect, edit and document to publication quality ATA program success stories demonstrating the program’s immediate impact, long-term outcomes, achievement of strategic goals, and overall value to the sponsoring bureau/agency, Congress, and U.S. national security interests.
Prepare the substance and monitor the production of professional (potentially multi-media) presentations for ATA’s actual or prospective program clients and Congress on proposals and/or the results of programs that they may fund or have funded for development and delivery by DS/T/ATA.
Prepare the substance and monitor the production of ATA program brochure-type material for use and distribution to intra-departmental, inter-departmental, and Congressional audiences to support efforts to garner confidence and funding for the development and delivery of counterterrorism and law enforcement training for foreign countries.
Provide support to DS/T/ATA senior management and to the CT/P Director for presentations to the interagency community and Congress on the impact, value, and State leadership of the ATA program, as not only the preferred mechanism for USG counterterrorism training programs for foreign law enforcement entities, but acting thereby as the implementation facilitator for other agency instructor and course developer participation in a “whole of government approach” managed by State that capitalizes on the integrated strengths of each agency.
Assist in drafting the roles and responsibilities sections of memoranda of understanding and inter-agency agreements that formalize DS/T/ATA as the ATA implementation facilitator for other agency instructor and course developer participation in a “whole of government approach” managed by State.
Support DS/T/ATA senior managers and Program Managers in developing and maintaining effective liaison with potential and actual sponsoring agencies and their funding authorities.
Liaise and coordinate with appropriate public affairs, legal, and legislative affairs offices within the Department of State, as required.
Develop a Standard Operating Procedure for the performance of the position’s duties.
Develop and provide briefings on the ATA program to officials within the State Department, US intelligence community, Congressional Members and staff, Government Accountability Office, Office of Management and Budget, Office of Inspector General, and other US officials and participant nation officials, as appropriate.
MUST be US citizen and possess or be able to obtain a SECRET clearance;
A Master's degree is preferred in an applicable field of communications or business administration;
Ten (10) years of experience and proven success in marketing and business development in related duties, or in a conceptually similar government-commercial interface applicable to the entrepreneurial nature of the ATA program;
Applicable extensive experience in media relations and public relations;
Knowledge or familiarity with training programs, foreign assistance budgeting and programs, and/or federal law enforcement is a plus;
Demonstrated ability to work within the context of political and operational security organizations at a senior organizational level is a plus;
Excellent written, oral, interpersonal and intercultural communications skills is essential;
Willing and able to travel domestically and abroad occasionally via coach level air accommodation;
Working knowledge in Microsoft applications (MS Word, PowerPoint and Excel).
