Job Description

Alutiiq Information Management (AIM), LLC, is a Security and Professional Services International Subsidiary of Afognak Corporation. As such, we operate internationally by bringing complex solutions to our clients. AIM is currently seeking a Monitoring and Evaluation Technical Specialist to support monitoring and evaluation activities for the Department of State.

The monitoring and evaluation technical specialist is expected to provide technical consulting services in support of a series of performance evaluations and programmatic monitoring work for the Department of State. This could include contributing to the design of both qualitative and quantitatively-focused evaluations and data collection instruments, designing monitoring and evaluation systems, conducting key informant interviews and focus group discussions, designing and analyzing surveys, contributing to desk reviews, providing training; and conducting evaluation tasks in the field. Expected technical areas include, but are not limited to:

  • Data collection

  • Data analysis

  • Report writing

  • Training and facilitation

  • Evaluation design

  • Develop learning and adaptive practices for program modifications and long-term use of data

Qualifications

  • MA degree in international development or other related field.

  • Demonstrated experience developing and implementing both qualitative and quantitative evaluation designs.

  • Training and practical experience in quantitative and qualitative data analysis and report writing.

  • Demonstrated experience working with Department of State, USAID or other large donor agency to provide useful and accurate evaluations.

  • Oversee and participate in data collection and analysis.

  • Assist the team to identify potential future evaluations.

  • Ability to travel on short-term trips to South and Central Asia.

  • Must possess a Secret security clearance.

Required Skills

  • Experience in developing performance management plans (PMPs) and conducting data quality assessments (DQAs); analyzing both qualitative and quantitative data; using online M&E databases to collect performance indicators; conducting routine monitoring of data for a donor-funded project; and conducting participatory or impact evaluations.

  • Experience writing findings and recommendations in assessment or evaluation reports.

  • Experience in report writing, especially under USAID contracts, and development of dissemination; knowledge management and communication strategies.

  • Strong organizational, writing and communication skills.

  • Strong proficiency in MS Office suite (Word, Excel, Outlook, PowerPoint).

  • Ability to coordinate well with personnel within and outside the project, meet deadlines and work with minimal supervision.

  • Computer literacy, with ability to analyze and interpret data using Excel, online reporting tools, or statistical packages such as SAS, SPSS, or STATA.

  • Excellent English language skills, both verbal and written.
