Senior Management Advisor
The Senior Management Advisor reports to the International Maintenance Assistance Program (IMAP) Senior Program Manager and will monitor and advise on overall program deliverables to include planning, policy development and coordination, quality control, personnel management and program evaluation.
Identify and resolve highly complex, controversial and/or sensitive country specific problems in the establishment, implementation and delivery of IMAP program activities and deliverables;
Consult in coordination with the Senior Program Manager and with officials on post specific requirements when utilizing the IMAP program, negotiating the content, direction and emphasis of the IMAP deliverables;
Interact extensively, providing high level briefings to officials within the State Department to include OBO FAC, Acquisitions Management (AQM), CO, COR and Facility Managers at posts on program initiatives and status of the IMAP Program;
Provide authoritative advice to IMAP stakeholders on IMAP formulation, planning, establishment, initiative development, and program execution activities;
Supports overall Quality Control on the IMAP Program by conducting routine QC visits to posts and reports findings directly to the Chief Operating Officer and Senior Program Manager;
Monitors the acquisition of specialized equipment, tools and training of technicians and staff within the IMAP PMO;
Develops authoritative reports, papers and other documentation on IMAP program activities;
Acts as interface and coordinator with respect to IMAP issues;
Assists in the development of policies and procedures relating to improving the efficiency and effectiveness of the IMAP contract.
Must be a US citizen and capable of obtaining/maintaining a Top Secret clearance;
A Bachelor's degree is required with a Master's degree preferred;
Fifteen (15) years of experience as an OBO Facility Manager or similar experience acquired through the assignment to US Diplomatic or Consular posts;
Excellent written and oral communications skills;
Possess knowledge of writing and editing complex procurement related documentation for technical portion of solicitation packages to include: Statement of Work/Scope with technical specifications; proposal evaluation criteria and related documents; vendor/subcontract agreements; modifications; sole source justifications and Independent Government Estimates (IGE);
An understanding of logistical and fiscal support of overseas operations and the ability to solve real-world problems under short deadlines;
Willingness to travel domestically and/or abroad to include the developing world;
Proficiency in Microsoft applications (MS Word, Outlook, Access, PowerPoint and Excel).
